How Will the EU AI Act Affect Turkey?

The European Union's newly enacted Artificial Intelligence Act continues to reverberate. But what does this legislation mean for Turkey? Palamar Teknoloji founder and CEO Onur Candan explains.

The Artificial Intelligence Act, which the European Union implemented in early August, introduces significant regulations for all organizations operating in the EU or using data of EU citizens. The Act establishes requirements such as transparency, cybersecurity and copyright compliance for general-purpose artificial intelligence systems.

The EU Artificial Intelligence Act aims to ensure that artificial intelligence technologies are used ethically, securely and transparently. The legislation, which includes important principles such as respect for human rights, prevention of discrimination and human oversight of AI, represents a significant step in addressing the societal impacts of technology.

Companies violating the Act face fines of up to EUR 35 million or 7% of global annual revenue. Many provisions of the legislation will not take effect until 2026, with a transition period of 36 months.

Will Turkey Be Affected?

Onur Candan, founder and CEO of Palamar Teknoloji, noted that the EU Artificial Intelligence Act will significantly affect Turkey, commenting as follows: "EU regulations are known to have global impact. For example, the General Data Protection Regulation (GDPR) in 2016 led global technology giants to update their services. The AI Act similarly draws attention to the use of AI in daily life and can serve as an important guide for governments and citizens.

Since Turkey engages in trade and economic relations with the EU, the adoption of the EU's Artificial Intelligence Act will also affect Turkey's artificial intelligence applications.

The EU's Artificial Intelligence Act will introduce regulations on artificial intelligence technology use, data protection and privacy, and algorithmic accountability. Turkey may need to implement similar regulations and align with EU standards. Therefore, the EU's new Artificial Intelligence Act can indirectly create effects in Turkey as well. Turkish companies seeking to operate in the EU market or use data of EU citizens will need to comply with these legal requirements. Additionally, if EU legislation is adapted into Turkey's regulatory framework, local companies may also have to meet similar requirements.

The effects of the new artificial intelligence legislation will be felt intensely in Turkey as well, requiring local technology companies to prepare for new regulations.

Furthermore, the EU's Artificial Intelligence Act will also impact entrepreneurs and technology companies in Turkey. Turkish companies seeking to enter the EU market will need to develop products and services compliant with the EU's Artificial Intelligence Act."
