İzocam General Director Murat Savcı: "New Regulations Mark the Start of a New Era in Insulation!"

Following TS 825 Standard and National Calculation Notification, energy efficiency standards have been reshaped with the Climate Law signed in recent days. Izocam General Director Murat Savcı emphasized that these regulations, which prepare buildings for a sustainable future, are opening the doors to a new era in the insulation sector.

Three important legal regulations entering into force in 2025 aimed at Turkey's energy efficiency and sustainability targets mark the beginning of a new era in the insulation sector. The updated TS 825 Rules for Heat Insulation in Buildings Standard, effective 1 April 2025, the Notification on National Calculation Method for Building Energy Performance effective 30 June 2025, and the Climate Law signed on 9 July 2025 are being characterized as complementary important steps toward energy savings, sustainable development and environmentally friendly buildings.

Izocam General Director Murat Savcı, drawing attention to the effects of the arrangements on both the insulation sector and the national economy, stated: "These three important regulations published in short intervals, in line with the country's goal of reducing energy imports, support qualified growth in the insulation sector while aiming to reduce the environmental impact of the building stock and enhance the long-term performance of structures. Through raising technical standards and implementing strategic applications in the field, the aim is both to contribute to the national economy and to reduce individual energy bills."

Regional and Precise Approach to Energy Performance with New Notification
Interpreting the changes brought about by legal regulations as an extremely critical turning point in terms of Turkey's energy efficiency targets, Murat Savcı stated: "The Notification on National Calculation Method for Building Energy Performance introduces a more precise calculation system tailored to regional conditions to improve energy performance in newly constructed buildings, while in line with updates in the TS 825 Rules for Heat Insulation in Buildings Standard, it has made mandatory the increase in insulation thicknesses and the reduction of U-values.

This notification reshapes energy performance criteria from the design to implementation of newly constructed buildings, presenting a much more precise, scientific and locally appropriate calculation methodology. Thanks to this comprehensive update made in the BEP-TR software that measures and classifies building energy performance, the actual energy needs of buildings will be determined more accurately during the design phase; heat insulation thicknesses and application details will be optimized in line with regional requirements according to climate data. Increasing the number of meteorological stations from 84 to 730 under the notification will enable detailed and precise energy calculations that better reflect the geographical diversity of our country," he said.

New Era Responsive to Cooling Requirements
Murat Savcı emphasized that one of the most important changes brought by the notification is that heat insulation requirements are defined not only based on heating needs but also on cooling needs, stating: "From now on, buildings in Turkey's different climate zones will be designed to provide both summer and winter comfort with minimum energy. This brings with it an approximate 40 percent improvement target in buildings' annual energy performance. In our country, which spent approximately 70 billion dollars on energy imports last year, approximately 33 percent of energy is consumed in buildings. Eighty percent of this consumption is allocated to heating and cooling. This picture clearly demonstrates the contribution that reducing heating and cooling costs would make to both individual budgets and the national economy."

Energy Efficiency Strategies Strengthened with Climate Law
Izocam General Director Murat Savcı, noting that this transformation, whose technical ground has been prepared by the new regulations, has been taken to a broader framework with the Climate Law effective 9 July, stated: "The Climate Law provides a comprehensive framework prepared in line with Turkey's 2053 Net Zero Emissions target. The Law, in which responsibilities for reducing carbon emissions are shared among the public sector, private sector and individuals, also covers topics such as climate change adaptation, carbon pricing, circular economy and green financing. While the binding nature of building-related targets in the Law has not yet been detailed, obligations to increase energy, water and raw material efficiency for the construction sector have been clearly defined. In this respect, the Notification on Building Energy Performance and revisions in the TS 825 standard are technical and operational tools that will bring the Law's targets to life in the field. Both the new calculation methods and mandatory insulation values introduced by the notification and the sanctions brought by the Climate Law will strengthen compliance with the European Union's energy limits, reduce our import dependency and make a significant contribution to our climate change mitigation goals," he said.

Growth Expectations in Insulation Sector
Noting that they expect the insulation sector to grow in terms of quality with the new legal framework, Murat Savcı stated that increased material thicknesses and higher energy efficiency criteria increase the need for high-performance insulation solutions. Drawing attention to the importance of implementation and inspection for this transformation to succeed, Murat Savcı said: "Legal regulations can only be effective if they are properly implemented in the field and regularly inspected. In particular, the widespread adoption of applications such as insulation, which have high savings potential, will play a critical role in Turkey achieving the climate commitments included in its nationally determined contributions."
