UTO (National Technical Approval)

Products that do not comply with existing standards, deviate from standards, are in kit form and those in prototype stage can be placed on the domestic market with "G" marking through UTO (National Technical Approval). With the notification published by the T.C. Ministry of Environment and Urbanization in the Official Gazette dated 31 December 2015, numbered 29579, "Notification on Appointing CPC Belgelendirme Muayene ve Deney Hizmetleri Tic. Ltd. Şti. as a National Technical Approval Body under the Regulation on Criteria to Which Construction Materials Will Be Subject," the company obtained the authority to grant technical approvals. Our company operates under Identity Number 008 within the scope of G marking.

ETA (European Technical Assessment)

European Technical Assessment is a document providing information about the performance of a construction product to declare its essential characteristics. ETA (European Technical Assessment) is valid in all European Union member countries, the European Economic Area, Turkey and Switzerland. The Construction Products Regulation 305/2011/EU came into force on 1 June 2013. A product that has obtained an ETA (European Technical Assessment) can be marketed on the European market with CE marking without encountering any obstacles. If a product does not comply in any way or partially with harmonized technical specifications such as any EAD (European Assessment Document) or EN (European Standards); or if it fully complies with the scope of any EAD (European Assessment Document), an ETA (European Technical Assessment) can be prepared for that product and it can be marketed on the European market with CE marking without any issues. CPC Belgelendirme Muayene ve Deney Hizmetleri Tic. Ltd. Şti. is authorized under the Construction Products Regulation; 305/2011/EU ETA (European Technical Assessment) scope and is the only organization representing Turkey published in the Official Journal NANDO of the European Commission.

Paints can be placed on the market by obtaining G marking with local standards according to their intended use. These standards are:

- TS 39 Paints - Organic Solvent Based - Top Coat, - TS 5808 Paints and Varnishes - Water Based Coating Materials and Systems - For interior walls and ceilings, - TS 10284 Paints – Primer - Cardanol Resin Based, - TS 10556 Paints Aminoalkyd Resin Based - Gloss, - TS 11376 Paints - Primer - Vinyl Chloride Resin Based, - TS 11377 Paints - Vinyl Chloride Resin Based, - TS 11590 Paints - Epoxy Resin Based - On Steel Structures, - TS 11650 Paints - Phthalic Resin Based, - TS 11651 Primer Paint and Putty - Oil Resin Based and similar standards. These standards fall within the scope of CPC Belgelendirme's authority. Paints with various properties not included in these standards (antibacterial, service life, thermal effects from radiation, etc.) may be granted National Technical Approval (UTO) or European Technical Assessment (ETA). In recent years, the popularity of hygienic paints has increased in our country. However, the antibacterial performance of paints has not been defined in local or international standards. Therefore, impartially proving the hygiene capability of a paint with antibacterial properties and obtaining a certificate based on this feature is possible through UTO and ETA.

Chemical Admixtures currently have harmonized standards;

- TS EN 1504-2 Surface protection systems for concrete, - TS EN 1504-3 Structural and non-structural repair, - TS EN 1504-4 Structural bonding, - TS EN 1504-5 Concrete injection, - TS EN 1504-6 Anchorage of steel reinforcement bars, - TS EN 1504-7 Protection of reinforcement from corrosion, - TS EN 934-2 Chemical admixtures - For concrete, mortar and grout - Part 2: Concrete admixtures, - TS EN 934-3 Chemical admixtures - For concrete, mortar and grout - Part 3: Admixtures for masonry mortar - Definitions, requirements, conformity, marking and labelling, - TS EN 934-4 Chemical admixtures - For concrete, mortar and grout - Part 4: Admixtures for prestressing steel grout - Definitions, properties, conformity, marking and labelling and similar standards. These standards fall within the scope of CPC Belgelendirme's accreditation. Although standards exist in the construction sector, it is possible to regulate UTO and ETA for admixtures used for alternative purposes or various admixtures and mixtures not covered by standards, according to their use location or the properties declared by the manufacturer.

The following documents have been prepared so far under European Technical Assessment scope:

- EAD 260017-00-0301 Elastic micro hollow spheres as concrete admixture, - EAD 260020-00-0301 Calcium carbonate fine as type I addition for concrete, with catalytic binding performance. Although chemical admixtures with very diverse properties exist, as can be seen, the number of prepared documents is quite limited. It is possible for chemical admixtures to obtain CE or G marking through ETA or UTO according to their properties not covered by standards. The small number of documents prepared on such a broad subject means that having a certificate not previously obtained in the sector will give the manufacturer absolute prestige in the market.

Under what circumstances is UTO granted?

• For products without a standard. • For products deviating from standards for any reason. • For multiple products intended to be offered on the market in kit form. • For prototype products.

Under what circumstances is ETA granted?
