New Regulation Sets Criteria for Contracting

GYODER Chair Assoc. Prof. Feyzullah Yetgin said that the Ministry of Environment and Urbanisation's new regulation classifying contractors according to their technical and financial competence represents a crucial step for both citizens and the sector. According to the 'Regulation on Classification of Construction Contractors and Maintenance of Their Records' published in the Official Gazette on 2 March 2019 by the Ministry of Environment and Urbanisation, contractor authorisation certificates will be grouped into categories A, B, C, D, E, F, G, H and temporary. GYODER Chair Assoc. Prof. Feyzullah Yetgin, commenting on the regulation which aims to address a fundamental problem adversely affecting the construction sector, said: "I believe this regulation is a very important step in defining the criteria of the contracting profession. Thus, with this regulation, the sector will be brought into order and placed under supervision according to specific criteria in terms of financial, economic, project completion and workforce competence. It is reassuring to see that this 'Authorisation Certificate' will be issued to companies or individuals deemed suitable in terms of such competence.

'Authorisation Certificate' Will Be an Important Trust Factor in the Sector

The regulation ensuring institutionalisation, registration and supervision of the real estate sector will contribute to the sector achieving order from architectural, engineering and economic perspectives. With the issuance of this regulation, naturally there will be no difficulties for contractors who perform their work well. Homebuying citizens will know that those who construct the real properties they purchase for residential or investment purposes meet certain criteria and are subject to oversight and monitoring. Citizens will now be dealing with contractors who have genuinely made this their profession and are required to document this through the procedure by holding an 'Authorisation Certificate'. It is very important for homebuyers to request this authorisation certificate. Possession of an 'Authorisation Certificate' will also indicate which category the contractor falls into according to the criteria in the regulation."
