"Carbon Border Adjustment Mechanism" Implementation

Carbon Border Adjustment Mechanism Turkey will undertake work to limit the effects of the European Union's Carbon Border Adjustment Mechanism on trade with the EU. The Ministry of Trade has published a "Green Deal Action Plan" that aims to adapt Turkey's climate change mitigation policies and will strengthen competitiveness in exports, serving as a roadmap for the country. According to the plan, actions will be outlined to evaluate steps that can be taken in line with EU policies to ensure that a possible carbon border adjustment does not harm the integration provided to the Customs Union and the EU. Work will be undertaken to limit the effects of the EU's carbon border adjustment on Turkey-EU trade. The country's roadmap or activities will be determined to support the reduction of greenhouse gas emissions in priority manufacturing sectors that may be subject to carbon border adjustment. A roadmap containing the steps to be taken with relevant institutions and civil society organizations will be created and support mechanisms will be established to facilitate these steps. The effects of carbon border adjustment on energy and resource-intensive sectors will be modeled on a scenario basis and sector-by-sector analysis will be conducted with actions to be taken assessed. Impact analysis will be carried out for this purpose. The system for monitoring greenhouse gas emissions from industry will be developed according to needs. The system, if established, will be compatible with the EU Emissions Trading System. Certification activities will be carried out in a way that harmonizes standards that may be determined under the EU's carbon border adjustment mechanism and creates a basis for mutual recognition. On the other hand, the application of an effective carbon pricing mechanism is viewed as one of the tools used by countries to reduce greenhouse gas emissions. Most countries are implementing national carbon pricing mechanisms as part of their efforts to combat climate change. Evaluation work will be conducted in Turkey regarding a national carbon pricing mechanism. Within the scope of work towards Turkey's transition to an appropriate carbon pricing mechanism, the country's position on carbon pricing will be determined taking into account the EU's carbon border adjustment mechanism.
