Dangerous Goods Shipments: Paint Samples

Prepared and published by the United Nations Committee of Experts, the book "Recommendations on the Transport of Dangerous Goods – Model Regulations" contains common rules applicable to every mode of transport.

The book "Regulations and Recommendations on the Transport of Dangerous Goods" prepared and published by the United Nations Expert Committee contains common rules to be applied in all modes of transport. To determine the limits of cargo to be transported during transportation, limits and rules published by the international highest organization of the relevant mode (Air, Road, Sea, Rail) are applied. These books are ICAOTI and IATA DGR for air transport, IMO IMDG Code for maritime transport, COTIF RID for rail transport, and UNECE ADR in Europe and US DOT CFR49 in America for road transport. Turkey became a party to the ADR, which is a United Nations Economic Commission for Europe agreement, as of 22 March 2010, and accepted and declared to apply all relevant rules on all national and international roads. The use of United Nations (UN) standards published in all these rules and practices is essential. That is, regardless of which method you use to send your product, your packaging system must comply with UN standards. For example; your product may travel by air from point A to point B, from there by road to the port at point C, from the port at point C by sea to the port at point D, and from there again by road to your final destination at point E. While applying this entire chain, packaging is done in accordance with UN standards, taking into account the limits of the most restrictive transport method (which is usually air transport). A common misconception is the expression used for a product with a limit of 5L, which actually means creating a package up to a 5L upper limit. In other words, you can send 1,000 L of product with 200 packages of 5 liters each. The most restrictive limits are usually those applied for air transport. Since rules for air transport are established and applied very strictly, a belief has formed in the sector that paints cannot be sent by air. As 3A DGR, over the past two years we have had the opportunity to meet dozens of shippers who were surprised that their paints could be sent by air. Paints and all other dangerous goods, when UN-approved packaging and proper packaging, labeling, marking rules are applied, are processed as easily as general cargo.

What is Approved Packaging?

Packaging that has been tested according to relevant standards and practices by a test center accredited by the United Nations, has successfully passed these tests, and has obtained production authorization. Each of these packages is assigned a different code series, and these codes are placed on every package produced. From this code series, we can understand at a glance the type of package, its transport capacities, the year of production, the country where it was tested, and the certificate number. The certificate obtained after the tests must be submitted to the relevant organization requesting it. Using this code series without holding a valid certificate is equivalent to counterfeiting and distributing counterfeit currency, and carries very serious penalties. When manufacturers procure their packages, it is necessary to request their valid certificates and to investigate the validity of these certificates to prevent possible problems in the future. Penalties related to this issue exist in both national and international legislation. There are 4 stages of procedures to be observed when sending dangerous goods. If attention is paid to these procedures and rules are followed, no problems will be encountered. These stages are: 1. Identification, classification and correct declaration of the dangerous substance (possible through MSDS), 2. Determination of appropriate packaging limits according to the type of transport to be used (Air, Road, Sea, Rail), 3. Selection of appropriate packaging and packaging, labeling, marking in accordance with the rules, 4. Complete and accurate completion of dangerous goods declaration forms. As a result of packaging done without implementing these stages, a shipper had to pay the aircraft cleaning costs, the charges incurred due to the aircraft not being able to operate the scheduled flight, legally imposed penalties and fines after the paints they wanted to send leaked from their packages inside the aircraft, and went through very difficult times. Unfortunately, such similar situations can occur and cost companies greatly. If the above 4-stage process is followed, it is certain that such unpleasant situations would be encountered with much lower costs.
